Colorado casinos update:As of Nov. 16, table games in Gilpin County (Central City & Black Hawk) have closed down again. This was due to the county’s two-week coronavirus case total exceeding the threshold set by the Colorado Department of Public Health & Environment. The casinos are open with slot machines operating and a reduction in capacity. We will be closely monitoring the situation on the ground and will update this spot with news as more develops.

While there is no legal online casino gambling or online poker in the state, Colorado sports betting made its debut in May 2020. Voters in November 2019 approved the regulation of retail and online sports betting. Colorado offers legal daily fantasy sports (DFS). The Division of Gaming inspects slot machines to verify they are configured correctly and are approved for use in Colorado, according to gaming rules and regulations. If not, the casino faces fines and/or other disciplinary action. By Colorado law, a slot machine must pay out between 80% to 100%.

  • By statute, slot and video machines in Colorado casinos must pay out between 80 percent and 100 percent. Online casinos are not required to have minimum payouts and are under no form of regulatory control to ensure compliance with any payout controls. Many online sites advertise they are 'legal' and 'licensed' forms of wagering.
  • Here are the main types of slots you’ll find at both live casinos in Colorado and online in other parts of the country: Three-reel mechanical (traditional) Three-reel electronic (traditional) Three-reel video with bonus games Five-reel mechanical Five-reel video with bonus games Multimedia slots.

Although Cripple Creek is the most historic Colorado casino town, Black Hawk, also landed on the Colorado map when gold was discovered along the north fork of Clear Creek in 1859. The small mountain town was soon beset by thousands of miners and prospectors looking for a big strike of their own.

Today the population has dwindled from mining boom highs, but Black Hawk still sees up to 20,000 visitors a day looking to strike gold in a totally different way: at one of the city’s 15 casinos.

Visiting Cripple Creek is a bit like stepping back in time, with the building facades, many original, resembling that Old West style of architecture. But you’ll find the latest slots and table games at just about every casino in town, with locals and out-of-towners alike hoping to hit the jackpot.

In its heyday, Central City had a larger population than Black Hawk. Today, it’s the smaller of the two casino towns, featuring about a third of the number of casinos. Central City is a slot lover’s paradise and a perfect gambling spot for people who value the personal service offered by smaller casinos.

For the moment, there are no operational sports betting windows in Central City. However, there have been some prominent partnerships made between global sportsbook brands and casinos in town:

Colorado Casinos COVID Closures

Have Colorado Casinos Opened?

Colorado casinos are open for business, thanks to a pair of variance approvals exempting Teller and Gilpin Counties from provisions of Colorado Governor Jared Polis ‘safer-at-home’ order. Teller county is home to Cripple Creek casinos. Gilpin county is home to Black Hawk and Central City casinos.

For now, all guests and employees must wear masks at all times, and you’ll find mandatory temperature screenings at the entrance of every casino. Only slots are open for now, with table games slated to be revisited by health officials at a later date.

Are Cripple Creek Casinos Open?

Cripple Creek casinos initially reopened on June 15, 2020 after receiving a variance from Teller County health officials. The casinos were limited to 50% occupancy and all visitors required to wear masks and follow social distancing guidelines.

In mid-November 2020, Cripple Creek casinos again faced the prospect of complete closure due to the county entering the “Orange Zone” laid out by its COVID-19 action plan. After appealing to the county, casinos were allowed to remain open at 25% capacity.

The opening was restricted to slot machines only, with table games set to reopen later as long as there isn’t a spike in the number of COVID-19 cases in the county.

Are Black Hawk and Central City Casinos Open?

Gilpin County, home of Black Hawk and Central City, reopened casinos on June 17, 2020 without table games. Tables games were reintroduced in September 2020, and they closed again in mid-November 2020.

Tribal casinos in the southern part of the state are holding off on reopening for now, however. Read our report for more information on the state of casino reopenings in La Plata and Montezuma County here.

Colorado Casino FAQ

Colorado’s 33 casinos are chiefly located in Black Hawk/Central City and Cripple Creek. Black Hawk and Central City share a main thoroughfare, and are about 45 minutes from downtown Denver. Cripple Creek is about a two hour and 15 minute drive from Denver.

The state’s tribal casinos are located in Montezuma and La Plata counties, and are located about a 6-7 hour drive from Denver.

When Colorado casinos first opened in 1990, the maximum bet allowed by law was just $5. In 2008, the maximum wager was raised to $100. These caps do not apply to sports betting, however.

There are initiatives in the works that would remove the cap on the max bet, including Proposition 257, but so far none have materialized.

Nearly all casinos in Colorado offer beverage service to players, most for free. What will change casino to casino is whether the free drinks for players are limited to certain items (just beer, for instance.) Other casinos provide free top-shelf alcoholic drinks to all players. If drink service is important to you, check with the casino to see what they offer.

Many of the casinos in Colorado offer lodging, especially the larger ones. Check the casino website to find out if they have rooms available and make reservations if you plan an overnight stay.

If money grew on trees, the entire country would probably move to enjoy the lush vegetation Colorado has to offer. A Look at the Legality of Brick and Mortar Casinos in Colorado

Colorado gambling is regulated by three specific sections of code:

  • COLO. REV. STAT. §12-47.1-101 et seq

  • COLO. REV. STAT. §12-47.1-101 et seq

According to Find Law’s breakdown of the CO gambling laws, brick and mortar casino operations in Colorado are legal on a limited basis. Casinos are permitted, but they can only offer slot machines, poker, and blackjack (with a maximum bet of $5).

Are Colorado Online Casinos Lawful?

If you read through the Colorado legal codes that were stated above, you may have noticed something—there’s no mention of online gambling or Colorado online casino sites at all. It’s our stance that because this isn’t addressed, online casino action in Colorado is legal. For something to be illegal, it must break the law. If there are no laws to break, it can’t be illegal.

While this is cut and dry to us, there are some legal interpretations of the code that differ. Some claim that because it’s not outlined clearly, it’s illegal by default. Our counterargument to this is simple and takes many forms.

Going bowling is not listed as a legal activity in the Colorado legal code. Does this make bowling illegal? According to their logic, it would.

The bottom line is this. Yes, the legality of Colorado online casinos could be more explicit. But just because the legal code isn’t crystal clear does not automatically make it illegal. In our interpretation, online gambling in Colorado is legal. If you need a more definitive answer, though, consult an attorney.

Bold Predictions for the Future of Colorado Online Casino Sites

We predict that Colorado will help lead the charge towards full online casino regulation in the near future. We expect the Colorado government to outline legislation that regulates and paves the way for significant expansion in the gaming market.

Why? Well, Colorado has a track record of making liberal decisions. Typically, liberal governments push to let people do what they want (within reason). Additionally, we’ve seen movement and rumblings within the gambling community in the state hinting towards changes on the horizon.

When do we expect this to happen? We can’t say for sure.

Governments move at their own pace, and that pace is usually not as quickly as we would like.

We can’t even guarantee that our predictions will come to fruition. But in the meantime, you’re free to enjoy the Colorado online casinos already servicing the market.

If changes happen, we’d expect many more Colorado online casino sites to enter the market and for overall regulation to increase. For now, the non-government regulated gaming market in Colorado does an excellent job of governing itself. We’ll save the argument for or against more regulation in the market for another day.
